没有详细读，应该是你的一个job导致数据库hang住，关注一下那个job。

数据库里面只有EMD_MAINTENANCE.EXECUTE_EM_DBMS_JOB_PROCS() 一个job

应该是系统资源不足，特别是内存和资源资源。
确认一下你的process、memory相关配置，特别是process先关配置。

Oracle把很多需要定时运行的操作都以job的方式去执行，然后通过J000进程去实现。
在资源不足的情况下，会出现你上面的问题。
注意整体观察系统资源。
